EMERGE is an EEA and Norway Grants-funded project that aims to strengthen cooperation between Romania and Norway in advancing energy communities as part of the green transition.
Over six months, the project will focus on developing practical models to establish and accelerate energy communities in Romania, drawing on Norway’s advanced experience in renewable energy and grid management.

The main objective of the EMERGE project is to enhance bilateral knowledge and capabilities by creating technical, legal, and economic feasibility studies for three pilot sites in Romania. These studies will be supported by in-depth exchanges of best practices, workshops, and the development of a comprehensive communication toolkit for both Romania and Norway.
The project is a collaborative effort between key partners: Bucharest University of Economic Studies, Alba Iulia Municipality, Polytechnic University of Timișoara, Buteni and Crucea Communes, and Smart Innovation Norway.
Key activities include:
- Bilateral knowledge-sharing workshops in Alba-Iulia, Romania to foster mutual learning on energy communities.
- Technical and economic feasibility studies for implementing energy communities.
- Development of communication toolkits to optimize prosumer behavior.
The project is financed by Innovation Norway under the EEA and Norway Grants.
